What is the Sunshine Act?
The Physician Payments Sunshine Act is the 2010 federal law that requires drug and device manufacturers to report what they pay physicians and teaching hospitals: consulting fees, speaking fees, royalties, meals, travel, and research funding. CMS publishes those reports in a public database called Open Payments, so Sunshine Act data and Open Payments data are the same file under two names. Reporting began with program year 2013, and since the 2021 program year it also covers PAs, NPs, and other advanced-practice clinicians. A reported payment is a disclosed relationship, not evidence the clinician uses a product.

What this data is (and isn’t)
- Payments are disclosures, not usage. An Open Payments record means a clinician has a reported financial relationship with a manufacturer (consulting, speaking, royalties, meals), not that they use the product.
- Totals exclude buyouts. On the state pages, acquisition and debt-forgiveness payments are excluded from totals and shown separately: a one-time buyout isn’t a relationship.
- Research dollars are “associated funding”: money that funds a study a clinician is connected to, counted separately from general payments.
